How Bihar and Jharkhand can be hub of Higher education

Eastern India was the hub of education and research in ancient times. Right from the beginning of cultured human society, when many world’s societies were in sleepy state, this region played very significant role in making people educated and research oriented. Nalanda and Vikramshila are instance of this. It is well known that Nalanda University was the first international University which produced many great scholars including Aryabhatt and varahmihira. The scholars from all over Asia, Greek, Persian and Chinese studied here. Vikramshila was also one of the unique learning center esp. for Tibetian buddhist and for tantrism.
Until before Independence, this region was cynosure of education and research. People used to come and study in Bihar, West Bengal and Jharkhand based universities from different parts of India and abroad. University of calcutta, Shanti Niketan(Calcutta), Patna University were the best learning centers.
Patna University was called as Oxford of the east. University of Calcutta produced three best scientist in the same batch once in which two (Prof. Chandrasekhar and Sir CV Raman) got Noble Prize. Prof. Satyen Bose didn’t get Noble prize but he discovered “Boson”, one of the fundamental particle of the atom. He shared name with Einstein (Boson = Bose+Einstein). Similarly Shanti Niketan was started by Rabindra Nath tagore, a noble laurete . He modelled this institute on the lines of the ancient gurukul system.
But later, these states started lagging behind in not only education but almost all sectors. Many factors were involved for this sorry state on which I am not going to discuss much. It would be unjustifiable lapse, if I don’t mention that paucity of visionary leaders and lack of political will have been the major factor. I do strongly believe that politicians were and are involved in cheap politics, they only think about making money, they forgot that their primary concern is to develop their region and make people more happy. They ruined all well established and managed system for which these state were well known. They put education on least priority.
In the micro-level, I do also believe that businessman, and capable educationists of Bihar and Jharkhand(Old Bihar) didn’t contribute for the development of state. Nobody stopped any businessman for starting any engineering college/medical colleges, pharma colleges and any other R&D centers despite the fact that Bihar /Jharkhand has huge potential and Brains. Now Both states are at nadir. Bihar is performing slightly well because of present good regime but Jharkhand has become almost failed state despite all high expectation that this state would become richest state in India. Anyway, my primary concern of this article is how these states can again perform well in higher education and research. Lets discuss pointwise.
Complete overhauling of the higher education system
Bihar and Jharkhand based universities and Institutions need complete overhauling of the education system and their pattern. Their attitude of “no work, dilli dalling, passing buck to others, no learning” must be changed for the sake of education system. In addtion to this, I feel following improvement are required
· Professional website: Institutions require professional looking website providing all information and their researches, the video lectures of its best teachers, PhDs thesis, and other papers. There are very few colleges in Bihar and Jharkhand which has professional looking website. Some college has their website but with very unprofessional look and technologically backward. It gives wrong impression among visitors. Institutions must learn from IITs, foreign universities, central university and private instituion website and follow their standards.
· Updated Syllabus; syllabus are not revised and updated. It should be revised regularly on the basis of current technological advancement and market needs. Learning is the regular process in Life. Professors must learn new subjects, new technologies as soon as it come or invented. All information should pass to the students and later it should be included in the course curriculum.
· Dynamic Vice Chancellor: I found that in Bihar and Jharkhand, Vice chancellors are either not dynamic or because of system, they don’t use their full potential in improving education system. Most of VC’s office lying vacant; they go to their own places very often and don’t reach to the office on time. That’s the reason their subordinates also work in the same fashion and as a result complete system becomes slow and no performing. His maximum time goes in dharna and boycott. In my view, before appointing VCs, govt. must ask about his vision towards the improvement of university and must be given well defined task to execute in university.
· Professors and Research work: Teacher community is suffering from coaching fever and it has developed as maniac which is dangerous portent of the education system and the society. Civil society as well as university rules must be strict on this. Professors should be in their office for minimum 8 hrs and also their performance should be measured on the basis of papers presented in national and international conferences, research articles published in the journals and also no of Ph.d and Post doc students. Time bound promotion should be strictly prohibited for some years. Let only performing professors be promoted; let other feel that they should work not only for the sake of the society but also for development of his family. In addition to this, university must decrease their teacher and student ratio. It should be as per international standard of maxm 14 students.
· Regular Seminar and Conferences: Seminar and conferences should be regular feature of the institutions. I believe that weekly seminar, half yearly conference, and bimonthly visiting professor lecture should be organised. At Present, very few conferences is being organised by the colleges/universities. Bbrains Deveopment society has taken initiaitve to organise Bihar Science Conference in different universities of Bihar/Jharkhand on the pattern of the Indian Science Congress. It has become show case of Bihar. This year it was orgnised in Gaya college, Gaya which was inaugurated by Dr. Kalam hon’ble former president of India. Because of this effort, a research in Bihar is coming on the map. I feel that colleges must organise conference on a particular subject which will give impetus to improve R&D in that particular area. Thru conference, many national and international scientists may be associated for technical exchange as well as bringing projects. International tie-ups are important for improvement of R&D.
· Alumni association: Let every institute have an active association with its alumni and use the successful ones for guest lectures, whenever they visit their home state. Let funds be created with their donation totally dedicated to advance education.
· Students whole day engagement: Students must attend 80% classes; must get regular projects from their professors. In international universities, students get heavy load of work and projects; they get full infrastructure and funds to execute projects.
Defence and other Research Centers
Bihar and Jharkhand are the least priority for Central govt in establishing DRDO, CSIR, IIT, IISER, Biotechnoloy Lab, central university, world class universities, and other socio-economic research centers. At present, there are 280 odd institutes and major labs under department like DAE, DOS, DBT, ICAR, CSIR, DRDO, DIT and department of health etc but if you look at statistical figure, Bihar (present Bihar + Jharkhand) has only three Scientific research Institutes; all are in Jharkhand; Bihar has none.

In spite of the fact that these states produces large no of techies and scholars who are contributing in national and international forum, these states are in this pathetic condition at present.
In population, Bihar has more than 8% of total population of the country, this position is absolutely outrageous. In my view, this is nothing but regional imbalance and negative sidelining attitude by the center towards both states. If national leadership would have taken care for restoring parity to the state by allocating at least 40 of centrally funded autonomous institutions (out of total of over 433 as Per expenditure committee report 2004-05 or CAG report which states the number above 499 in year 1998-99 report), state would have been definitely be a much improved place for its denizens. In my view, Bihar and Jharkhand should get fair share of 20 research centers each (out of a total of above 250 such research centers across the country) or for that matter 12 national academic institutions (out of over 175 such institutions under various ministries

Academic center for excellences: IIT, IIM, IISER, IIIT, central university and other central govt funded institutions are the center for excellence which has got international fame. In 2005, Dr. APJ Kalam advocated the need of IIT and IISER in the state of Bihar during his speech in Global Bihar Meet in 2007 and joint session of Bihar’s Parliament. Now Bihar has got IIT at Patna but still waiting for IISER(Indian Institute of Science Education and Research). I feel that Bihar and Jharkhand both should have IISER. This center has immense potential for revitalizing Scientific research. Central govt has established in Pune, Kolkata, Bhubaneshwar and Chandigarh.
The BiharBrains Society took initiative to demand of IISER in Bihar; They submited report to Bihar govt (51 member commiitte of BiharBrains). A report has been given on http://www.biharbrains.org/bihar-brains-demand-NISC-IISER.php. In turn Govt of Bihar, put case before Hon'ble CM (you can see on www.dst.bih.nic.in) and Also Hon'ble CM wrote letter to Hon'ble PM about need for the establishment of IISER in Bihar. In the letter written to PM, He on behalf of Bihar Govt. assured the land for this mega project. During 3rd Bihar Science Conference 2010 at Gaya too, myself (on dias) talked to Hon’ble CM Sri Nitish Kumar about need of IISER in the state. I reminded him about the govts earlier action and do hope positive action plan for the same.
But Jharkhand leaders didn’t even demand from the state. Leaders and Beurocrates remain silent. These states leaders must take lesson from Tamil Nadu CM Sri Karunanidhi who at once demanded IIT, IIM and IISER in the different places in the state which was figured well in media but these states doesn’t even demand.

Similarly Bihar and Jharkhand doesn’t have IIM centers and IIIT centers though there are lots of potential in Bhagalpur, Muzaffarpur, Gaya, Darbhanga in Bihar and Jamshedpur, Ranchi, Hazaribagh and Dhanbad in Jharkhand. Pity is that both states never demand and take effort to bring these institutes.
Recently in 11th plan period, Central govt. has taken other major initiatives for reviving higher education in India. Bihar and Jharkhand has also been figured in some projects (given below) but this is not sufficient. I would request both govt. first to pay more attention in establishing these centers and later continue demanding from center for more projects. This is urgent need of the hour.

Main sirf do deshon ka example dena chahoonga jinke yahan Basic se le ke higher education tak sari parhai unki apni matribhasha me hoti hai. Aur wo highly developed countries hain. Ek hain France aur Dusra Japan, aur bhi desh ho sakte hain lekin inko main thora kareeb se janta hoon. Aap hi sochiye hum angreji likhte hain ya sunte hain to kya hota hai pahle hum use hindi me translate karte hain (dimag me). To sabse pahle hamen hamre sare curriculum Hindi me karne honge. Isse fayda ye hoga ki sare uncut diamonds samne aayenge aur hum jyada behtar result de payenge.
Aapne kabhi socha ki hum kyon nahin Nobel Laureate paida kar pate hain. Kyon ki hamare yahan koi bhi parhai Matribhasha me nahin hoti hai aur koi research work to hota hi nahin hai. Angreji me aap kewal copy pasting kar sakte hain maulikta nahin ho sakti hai. Duniya me koi bhi aadmi koi maulik kaam karta hai to wo apni matribhasha me hi karta hai. Jab hamara desh ghulam tha to hamare yahan do Nobel Laureate hue, Ek Rabindra Nath Tagore aur dusre Jagdish Chandra Basu aur dono ne apne apne kaam (Kavita aur Thesis) apni matribhasha (Bengla) me hi taiyar kiye the, kyon ki wo apne vichar jitni achhi apni matribhasha me kar paye the utni achchi wo angreji me nahin kar sakte the. Lekin Azaadi ke baad hum ek bhi Nobel Laureate paida nahin kar paye. Isliye hamari puri Siksha Vyavstha Hindi me hi honi Chahiye. Iske alawa hame apna marking system badalna hoga. Ye kaun si baat hai ki hum kewal 30 number layen aur paas kar diye jayen jab ki humne baki 70 number ke sawal ko solve hi nahin kiya hai.
Aapne kaha hai attendance 80% honi chahiye, kyon 80% hi honi chahiye, ye maximum 100% aur minimum 99% honi chahiye. Students ka kaam kya hota hai, kewal parhna, unhe na ghar chalana hai na biwi bachcho ko dekhna hai. Aapne whole day engagement ki baat ki hai wo sahi hai kyon ki busy mind is a controlled mind, nahin to hindi me kahte hain na Khali man Saitaan ka. To isliye ye 100% hi hona chahiye.
Aapne Academic Center of excellence ki baat ki hai main is mamle me alag vichar rakhta hoon. Main sabhi IIT aur IIM ko band kar dena chahta hoon. Aap hasiyen mat main bahut gambhir baat kar raha hoon. Pahle to ye bataiye ki hame fayda kya hai aise institutions se. In institutions se hum har saal gadha paida karte hain dusre deshon ke liye, ultimately hamare desh ko fayda kya hota hai. Har saal in premier institutions se hame hone wala nuksaan 25 arab dollars ka hai. Aap kahenge ki ye videsh ja ke hame foreign currency bhejte hain. Nahin ye bhi galat hai. IITians to ek paisa desh me jama nahin karte hain. Inse behtar to Arab Deshon me jaane wale unskilled labourers hain jo hamare yahan paisa bhejte hain. Kerala ki economy to total Arab Deshon ke paise se hi chalti hai. Aur ye IITians US aur UK ya France me jaake koi bahut bara kaam karte hain, Nahin ye log wahan Lab Assistant ya phir aise hi type ki job karte hain, Administration inko nahin milta hai, hamesha ye subordinate ke taur par hi kaam karte hain aur karte rehenge. Kisi IITian ko meri baat agar kharab lag rahi ho to maafi chahunga lekin mere desh ka heet mere liye jyada important.

Bharatvarsh ki sanrachna kuchh dusere tarah ki hai, azadi de 60 saal ke baad bhi ek ray nahi ban payi ki Bharat ki Rashtrabhasa kya ho. Hindi ko dusere rajyon me khaskar dakshini rajyon me pasand nahi kiya jata.Is samasya ka nidan bhi nikalna jaroori hai. Jab Italy azad hua to misolini ke samne bhi ye samsya uthi ki Italy ki rashtrabhasa kya ho, Ek meeting bulayi gayi, musoloni ne sabhi padadhikariyon se unke vichar poochhe, kisi ne kaha Italian, Kisi ne kaha Angreji, Kisi ne kaha kuchh aur.. Main dekhta hoon ki jab bhi hindi ki baat ki jaati hai to khud hindi region ke log hi Hindi ka virodh karte hain. Mere liye har bhartiya bhasha sammanniya hai. America wale hamare Hindi ka importance samajhte hain lekin Bharat ke log nahin, ye sabse dukh wali baat hai. Discovery Channel Bharat me aaya to usne apne sare programmes Hindi me Parose. Yahi haal Cartoon Network, Pogo, Disney Channel ka hai lekin hum aaj tak nahin samajh paye Hindi ka Mahatav. Harry Potter ki filmen bharat me English me nahin balki Hindi me release ki gayee aur usne bahut achha business kiya. Unke yahan ki har film Hindi me hi release ki jaati hai, Jurassic Park se le ke abhi tak aur aage bhi jaari rahegi. Hamare Desh ka izzat bahar ke deshon me kyon nahin hai, kyon ki hum apni bhasha, aapni sanskriti ki izzat nahin karte. Jo apni Maa ka nahin hua wo dusron ka kya hoga aisa bahar walon ka sochna hai. Hum metropolitan cities ko dekh ke use hi bharat samajh lete hain jab ki American aur Europeans asli sachchayee ko jaante hain aur wo usi mazbooti ko pakarate hain. Duniya me sirf 8 (Eight) deshon me hi English boli jaati hai. Duniya me 56 deshon ki bhasha aisi hai jiske Shabd Roop aur Dhatu Roop bilkul Sanskrit wale hain. Inme European aur Latin American Countries saamil hain, England ko chhor ke. Afshosh…..Hamara Bharat hi is sachchayee ko nahin samajh paya.
Jahan tak Rashtra Bhasha ki baat hai main Sanskrit ko Rashtrabhasha banana chahta hoon. Hamari sari Higher Education Sanskrit me hi ho. Saath hi saath jis rajya me jo bhasha chal rahi hai wo rahegi hi. Main kisi bhi bhasha ka virodhi nahin hoon. Lekin English hamari communicative language ho, hamara education system English me ho, ye mujhe manzoor nahin hai. English se hum Gadhe hi paida karenge dusron ke liye.
Main sabhi English ke jaankaron ko Kuch Shabd deta hoon agar aap uski angreji bata de to main aapka shukragujar rahoonga. Main bachho wali baat nahin kar raha hoon. Try Kijiye ….Chutari, Musari, Chuha, Moosh, Lorha, Ye sab Chuha ka hi age group ke hisaab se classification hai. Main jaanta hoon ki English ki limitations hai lekin hamare Hindi ya kahen Sanskrit me Anant (Infinite) Shabd Bhandar hain aur hum kisi bhi baat ko bari aasani se kah sakte hain aur samjha sakte hain. Abhi Computer ki Algorithm Sanskrit me hi taiyar ho rahi hai aur Scientist kah rahe hain ki ye complete ho jaane ke baad hum Duniya ka sabse stable computer bana lenge. Ye English me hamara Education System hi hai jo hame Rashtra Prem ya Bhasha Prem nahin sikhne deta. Jai ho Bharat ka Politics. Ravi

Yeh jaankar achha laga ki computer ki alogrithms sanskrit mein taiyaar ki ja rahi hai. Bahut hi achhi baat hai - agar Sanskrit woh sthaan bana paaye aane wale 20-25 varshon mein, aur kashmir se lekar kanyakumari tak sabhi Sanskrit mein baat karen.
Agar pahle se hi apni bhasha pe Garv hota, to hamein bhi Window Operating system apni bhasha mein mila hota ya hum banaaye hote. Aur hum apne education system ko apni bhasha mein saral banaaye hue hote. 1999 mein main jab Taiwan gaya tha, to sab kuchh Mandarin language mein tha. Kisi bhi bhasha ke vikaas mein wahan ke prabudhh Varg ka yogdaan mahatvapoorna hota hai.....
Politics nahin hai yeh. Hamaare samaaj ka nirmaan division (of castes) aur classification (of languages) ke antargat hua hai... aur enmein LAAT SAHEB ki bhasha aaj bhi apna alag sthaan rakhti hai.... HINDI kabhi LAAT SAHEB ki bhasha ban hi nahin paayi.... Ek pragatisheel desh mein, prabudhh varg jis bhasha ko sammaan dega... garib varg usi ki oor daur lagayega... Hindi yahan Pichad gayi hai....
Ek aur baat.... BHARAT ka nirmaan kabhi hua hi nahin.... Aazaadi paate hi hamein INDIA mila aur 91% illiterate India se Judne lage. Yaad rahe jab desh Azaad hua tha, us samay sirf 9% literacy thi aur sabhi 9% logon ko English aati thi. Jab tak Dunia mein logon ko yeh bataaya nahin jaayega ki Bharat Desh ko hum India ke naam se bhi jaante hain - tab tak Hindi ka vikaas nahin hoga -- yeh mera maana hai. Aapki jaankari ke liye ye bata doon ki last year Pittsburgh mein G-20 hua tha.... India har jagah tha lekin Bharat ka naam kahin nahin tha, aur Hindi bhi kahin nahin thi. Kis kis ko Passport dekhaate chaloonga ki India aur Bharat ek hi hai.Politics nahin hai yeh..... hamaari kamjoori hai.....
Raha jahan tak Discovery aur MTV ko Hindi program se jud jaane ka.... its' business. Aaj bhi desh ke andar 35% se upar illiterate hai par TV zaroor dekhte hain. Hindi Newspapers/TV channel DESAJ-VIDESAJ ke tarj pe chalaaye ja rahe hain. Bihar-Jharkhand mein, Prabhat Khabar ko alawa ek bhi Hindi newspapers aisa nahin hai.. jis par Bihar aur Biharis garv kar sake. .... 2010 IIT-JEE exam. ke paper mein Hindi ka "durupayog" es baat ka abhipray hai ki Hindi mar rahi hai... Mujhe dukh hai...
Aaj Bihar marg darshan ke liye taiyaar nahin hai... jahan hum sirf Hindi ko hi kaam-kaaj ki bhasha bana sake.... hazaaron logon ko judna hoga es disha mein... jo ab sambhav nahin hai... esliye main chahta huin ki sabke bachhon ek hi bhasha mein padhne ka mauka mile..... aur woh bhasha sirf Angrezi ho sakti hai -- INGLISS - Indian English....
Pahale aap BHARAT shabd ko duniya ke 'map' par laayiye... dekhiye, apne aap sammaan mil jaayega.... Kam se kam apne matribhumi ka namakaran to karen apni bhasha mein .... Chak ke BHARAT....

Angrezon ne teen tarah ke ghulam banaye, ek group tha Canada, Australia aur New Zealand ka, Ye kahlati thi Self Governing Colonies, matlab ye desh kuchh apne heet ke kanoon bana sakte the. Dusra tha Ceylon (Srilanka), Mauritius, Sunrinam, West Indian Coutries etc., ye kahlata tha Crown Colonies. Dekhiye Hum kabhi azad hue hi nahin. 15th August 1947 ko Gore Angrejon se satta ka hastantaran Kale Angrejon ke haath me ho gaya, Hame kabhi bhi azadi nahin mili. Swatantrta ka matlab hai apne tantra me jeena. Lekin dukh ki baat hai ki azadi ke 63 saal baad tak hamne apna koi bhi tantra vikshit nahin kiya. Jis sansad se kannon banta hai wo sansad bhawan bhi angrejon ka, Supreme Court ka building, Rashtrapati Bhawan (Viceroy Building), etc. Hamara jo sansadiya Loktantra kahlata hai wo darasal Angrejon ka Westminster System kaha jata hai aur ye kahin se bhi na sansadiya hai aur na hi democratic hai. Vyavstha sab ki sab wahi hain, Nitiyan sab ki sab wahi hain, Kanoon sab ke sab wahin hain, sab kuchh angrejon ke zamane ka hi hai. Jise hum bharat ka samvidhan kahte hain wo darasal angrejon ka 1935 ka Government of India Act hai jise unhone bharat ko 1000 saal ghulam banane ke liye banaya tha. 34735 kanoon banaye angrezo ne gulam banane ke liye sab ke sab waise hi bina full stop coma badle hue chal rahe hain. Indian Police Act, Indian Civil Services Act, Indian Penal Code, Criminal Procedure Act, Civil Procedure Act, Indian Evidence Act, Indian Citizenship Act-Hum bharat ke nagrik hain ki nahin ye angrej tay kar ke gaye hain. Education System wahi rakha gaya. Kuchh bhi nahin badla. Aur sabse sharm ki baat hai ki So called azadi ke 50 saal baad tak hamare desh ke sansad me budget sham ko pesh kiya jata tha, jaante hain kyon, kyon ki jab hamare yahan sham ke 5 bajte hain to London me subah ke 11:30 bajte hain.
